A 20-ton-a-day maize mill means 20 tons of maize going in over 24 hours of running. Not 20 tons of flour, and not in an 8-hour shift.
Description
A maize milling line cleans the grain, de-stones it, degerms and dehulls, then mills and sifts to the flour grade you're selling. Which stages you need depends on whether you're making pap-grade flour, semolina, or animal feed.
Capacity gets quoted per day, and days are assumed to be 24 hours of continuous running. If you're working one shift, halve it. If your power drops for three hours, halve it again. Nobody puts that on the listing.
Degerming matters if shelf life matters to you. The germ carries oil, and oil goes rancid. Flour milled with the germ still in it tastes fine on day one and starts turning within weeks in Nigerian heat. That's the difference between selling into a shop and selling out of your compound.
What the daily capacity figure assumes
Per day means 24 hours. A 20 ton/day rating assumes continuous running. Work out what one shift actually produces and plan around that number instead.
Degerming decides shelf life. Leave the germ in and the oil in it turns rancid within weeks in this climate. Fine for immediate sale, a problem for anything going onto a shelf.
Stone is the enemy of your rollers. Nigerian maize comes with grit. The destoner protects everything downstream, and it's the stage buyers cut first when they're comparing prices.
Moisture affects your grade. Maize above about 14% moisture mills into a coarser, stickier flour and clogs your sifters. Drying is part of this business whether you planned for it or not.

Start with what you're selling. Pap-grade flour, semolina and animal feed need different stages, and a line built for one does the others badly.
Then your realistic running hours. This is where most sizing mistakes happen. Buy for the shift you'll actually work, not the 24-hour figure on the brochure.
Then degerming, based on whether your flour sits on a shelf or moves the same week. It costs more up front and it's the difference between two different businesses.

Can it do both flour and animal feed

If your flour goes onto a shelf, yes. If it sells within days of milling, you can skip it and save money.
